UNITED STATES CONGRESS
1. The U.S. Constitution divides the power for making laws between the federal government and the state governments. The United States government has the power to pass federal laws. These laws are binding on the citizens of every state. Federal statutes affect every citizen and concern such issues as national defense, environmental quality, labor relations, veterans’ affairs, public health, civil rights, economic development, postal services, and federal taxes. In addition, every state has the power to pass laws that apply within that particular state.
2. The American Constitution vests all legislative power in the Congress. The United States Congress is a bicameral body consisting of the House of Representatives s the lower house and the Senate as the upper house. The Congress meets in the U.S. Capitol in Washington, D.C.
3. The US Constitution establishes the manner of election and qualification of members of each body. Representatives must be at least 25 years old, must have been a citizen of the United States for seven years, and live in the state they represent. Senators must be at least 30 years old, must have been a citizen for nine years, and live in the state they represent. Both Senators and representatives are chosen through direct election. The House of Representatives is composed of 435 members elected every two years. Senators are chosen for a term of six years, and every two years one-third of the Senate stands for election. Hence, two-thirds of the senators are always persons with some legislative experience at the national level.
4. The main power of the Congress is to make laws. The House of Representatives and the Senate are equal partners in the legislative process (legislation cannot be enacted without the consent of both chambers); however, the Constitution grants each chamber some unique powers. The Senate is uniquely empowered to ratify treaties and to approve top presidential appointments. Revenue-raising bills must originate in the House of Representatives, which also has the sole power of impeachment, while the Senate has the sole power to try impeachment cases.
